Saitek cyborg evo?

2 gaming pc's, both on win10. both has same install of wcs loaded.

The older (Gateway, 4 years old) does not allow any mapping of joystick.
The newer (IBP, less than 1 year old) does allow for mapping of joystick.

Why does the wcs not work on the older gateway system and is there a
way to make it allow mapping of joystick?
